R-410A to R-454B: What the 2025 Refrigerant Change Means for You
EPA's 2025 refrigerant change explained: R-410A stays serviceable, new systems use R-454B or R-32, what A2L means, and the repair-vs-replace impact.

Short answer
Since January 1, 2025, new AC and heat pump equipment must use refrigerants under 700 GWP, so new systems ship with R-454B or R-32 instead of R-410A. Your R-410A system stays legal to run and repair, but R-410A is being phased down and costs more each year. A2L refrigerants are mildly flammable, managed by equipment design, not a household hazard.
What changed on January 1, 2025?
Under the AIM Act, the EPA's Technology Transitions rule set a limit of 700 GWP (global warming potential) for refrigerants in new residential and light commercial air conditioners and heat pumps, with a manufacture and import compliance date of January 1, 2025. R-410A, at a GWP of roughly 2,090, is above the line. The replacements the industry settled on are R-454B, at roughly 470, and R-32, at 675. Most major brands chose R-454B for split systems; some chose R-32.
The rule originally also barred installing new R-410A split systems after January 1, 2026. In May 2026 the EPA finalized a change that removed that installation deadline for systems whose components were all manufactured or imported before January 1, 2025, so leftover R-410A inventory can still be installed until it runs out. Nothing in this touches the system already running in your house; the EPA's own FAQ says you can continue to repair existing equipment, including major components.

Can I still run and repair my R-410A system?
Yes. The EPA states that the rule does not restrict HFC use in systems already installed and in use, and that you can continue to repair them; components for existing systems are not restricted either. What is changing is supply. HFC production and import allowances sit at 60 percent of baseline from 2024 through 2028, drop to 30 percent in 2029, 20 percent in 2034, and 15 percent from 2036 on. Reclaimed refrigerant fills part of that gap.
For you, a capacitor, contactor, or motor on an R-410A system is the same repair it always was, $150–$650 in our book. Refrigerant-heavy repairs are where the phasedown bites: leak repair, recharge, or compressor work runs $350–$2,400, and the refrigerant share of that keeps rising. Industry groups such as ACCA expect continued price pressure on HFCs. We still repair R-410A systems every week, with the numbers in writing first.
What is an A2L refrigerant, and is it dangerous in my home?
ASHRAE Standard 34 gives every refrigerant a two-part safety class. The letter is toxicity (A is lower), and the number is flammability: 1 means no flame propagation, 2L lower flammability, 2 flammable, 3 highly flammable. R-410A is A1. R-454B and R-32 are A2L, which means they can burn, but only in a narrow concentration range, with low burning velocity, and they are hard to ignite. Propane, used in some refrigerators, is A3. That gap is the whole point.
A2L systems are built and installed to updated safety standards: the equipment is designed to mitigate a leak, many air handlers carry a refrigerant-detection sensor that stops the compressor and runs the blower to disperse refrigerant, and technicians use A2L-rated recovery machines and tools. EPA Section 608 certification is still required to handle it. You do not need to change anything about your house. Treat it like the gas line to your furnace: respect it, and use a licensed installer.
Can my old R-410A system be converted to R-454B?
No. R-454B is not a drop-in for R-410A. The operating characteristics differ enough that manufacturers do not approve a retrofit, and an A2L refrigerant belongs only in equipment that was designed, tested, and labeled for it, with the leak-mitigation features that go with it. Putting R-454B into an R-410A system is unsafe and voids whatever warranty is left. Our techs will not do it; do not accept it from anyone.
The practical path is a matched replacement: a new outdoor unit, a matched indoor coil, and a line set that is flushed or replaced. Mixing a new R-454B condenser with an old R-410A coil is not an option either. That is why the refrigerant change tends to turn a single failed component on an old system into a whole-system conversation, which is exactly where our repair-vs-replace guide picks up the math.
How does this change repair vs replace, and what about pricing?
The rules of thumb are unchanged: repair if the fix is under about half the cost of replacement, lean toward replacement at 12–15+ years or when a major component fails. What the refrigerant change does is push the big R-410A repairs closer to the line, because a compressor or coil on a 13-year-old R-410A system now comes with a higher refrigerant bill and a shorter horizon for parts and gas. A new R-454B system lands in our $6,500–$18,000 installed range.
You also have a third option right now: remaining R-410A equipment manufactured before 2025 can still be installed and is sometimes priced below the R-454B equivalent. It is a legitimate choice if the gap is large, but you are buying into a refrigerant whose supply steps down sharply in 2029. On pricing, nobody can quote next year's per-pound cost, including us. The schedule makes a rising R-410A price likely while A2L equipment and cylinder costs settle; we price refrigerant at the time of repair, in writing.

No. Nothing requires you to replace a working R-410A system. The change matters when a major component fails on an older system, because the refrigerant cost and parts horizon now favor replacement sooner than they used to.
What is the difference between R-454B and R-32?+
Both are A2L refrigerants under the 700 GWP limit. R-454B (GWP about 470) is what most major brands chose for split systems; R-32 (GWP 675) is common in ductless mini-splits and some brands. Neither is interchangeable with the other or with R-410A.
